ITIJ speaks to Elliott Draga, Head of Growth at ICE-Tech and President of the Travel Health Insurance Association of Canada, about rising healthcare costs, connected operations and where AI can add practical value

What issue is dominating conversations across travel, IPMI and assistance?

Healthcare costs. It came up repeatedly at ITIC APAC in Singapore and continues to surface in conversations with insurers, TPAs and assistance providers.

The natural response is to treat medical inflation as a pricing or underwriting problem. It is certainly both, but that view is too narrow. Organisations also need to understand where costs are emerging, which providers or treatment patterns are driving them, and where earlier intervention could make a difference.

That requires timely, structured information across claims, assistance, clinical and provider operations.

How can operational fragmentation make the pressure worse?

The market has no shortage of specialist expertise. Claims teams understand complex cover, medical teams bring clinical judgement, and assistance professionals know how to coordinate care across borders and time zones.

The challenge is often connecting those capabilities.

Policy information may sit in one system, claims documents arrive through another channel, and assistance teams coordinate cases separately. Each team may be doing its job well, but the organisation still lacks one clear operational picture.

That creates repeated data entry, slower decisions, limited provider visibility and missed opportunities for earlier intervention. None of those issues creates medical inflation, but they can make an expensive environment harder to manage.

Why is assistance so central?

In travel and IPMI, assistance is often where cost and care meet.

A medical case may involve triage, pre-authorisation, provider selection, treatment review, payment guarantees, clinical escalation and repatriation. These decisions cannot be reduced to cost alone. The priority must remain appropriate care and the best achievable customer outcome.

Better information supports both quality and financial control. When claims, assistance and provider data are connected, teams can intervene earlier and coordinate cases with a clearer view of the customer, treatment and cost position.

Where can AI genuinely help?

The first question should not be, “Where can we add AI?” It should be, “Where are our teams losing time, information or control?”

AI can support document extraction, case summarisation, structured claims intake, anomaly detection and case prioritisation. But it needs to operate inside a controlled business process, not as another disconnected tool.

At ICE-Tech, Alice Orchestrator connects AI capabilities, people, systems, data and decisions within governed workflows. The goal is practical: reduce routine effort, give teams better context and keep human judgement where it matters.

What should leaders prioritise now?

I would ask whether claims, assistance and provider teams can see the same information, how early unusual patterns can be identified, and whether products, benefits and workflows can be changed without lengthy technical work.

The natural response is to treat medical inflation as a pricing or underwriting problem

Healthcare costs will continue to be influenced by forces outside an insurer’s control. What organisations can control is how clearly they see the pressure and how effectively their people, processes and technology respond.

ICE-Tech has been shortlisted for Product Supplier of the Year at the 2026 ITIJ Awards. What does that mean to you and the team?

We are genuinely delighted. It is our first ITIJ shortlist and recognition from a community that matters enormously to us.

For the team, it reflects our focus on connecting policy, claims, assistance, digital, analytics and AI around real operational outcomes. We are proud to be one of three finalists and look forward to joining the industry in Istanbul in November.

This month in ITIJ we take a close look at how travel insurers are responding to the changes in winter sports risk, and we ask how risk is priced, covered and communicated to policy holders.

How do international hospitals stand out from the crowd, and become the number one choice for insurers and assistance companies? Clinical excellence alone is no longer enough. We look at why hospital culture has become a strategic advantage, and how dedicated international departments are strengthening relationships between hospitals, insurers, and assistance companies.
