Interview: Beverly Cook, Managing Director of Expacare
The ITIJ team speak to Beverly Cook, Managing Director of Expacare, about adapting to rising medical inflation and the increasing role of AI
Having worked for Expacare for 20 years, can you share some insights into your career journey and what led you to specialise in insurance?
I’ve always joked that very few people actively choose a career in insurance – most of us seem to fall into it and never leave! That was certainly the case for me, and I’ve remained in the industry because I’ve genuinely enjoyed the work ever since I joined in the late 1980s.
I started on the accounting side, but my role quickly expanded to include operations, IT, and compliance. This broader exposure gave me a real appreciation for the complexity and impact of insurance, and it eventually led me to Expacare, where I’ve now been for 20 years.
As Managing Director at Expacare, what are your key responsibilities?
Given that we’re a relatively small company, I’m involved in nearly every aspect of the business, including overseeing the administrative, claims, IT, compliance, HR, and finance teams. This approach allows me to ensure everything runs smoothly and that we continue to provide the highest level of service to our insured members. It’s a role that includes a diverse range of responsibilities, but it’s also one of the things I enjoy most about my job.
What has been the proudest moment in your career to date?
There have been many proud moments throughout my career, but the one that stands out most recently is being part of the team that established Expacare Insurance Company (Mauritius) Limited in 2018. It was a challenging process, particularly with the complexities of adapting to a regulatory environment quite different from the UK. However, the successful set-up has been crucial in supporting the company’s growth, allowing us to expand our operations and better serve our clients around the world.
What are some of the biggest challenges you face in your role, and how do you address them?
One of the biggest challenges we face is the continual rise in claims costs, driven by global medical inflation, advancements in medical technology, and the increasing demand for treatments, all of which put pressure on premiums.
At Expacare, sustainable pricing is a priority for us, as we aim to avoid sharp or unpredictable premium increases that could impact our policyholders. To manage this, we work closely with healthcare providers to negotiate competitive rates and maintain cost-effective services for our clients. Through careful cost management, we can ensure that our premiums remain stable while still providing comprehensive and affordable coverage.

How is technology shaping the future of insurance, and are there any innovations you’re particularly excited about?
Technology is playing a crucial role in shaping the future of insurance, and one innovation I’m particularly excited about is the potential of artificial intelligence (AI). Of course, while AI offers significant opportunities, it must be used with caution, particularly when it comes to confidentiality and data security. It’s also important to remember that AI is not meant to replace human judgement; instead, it can streamline routine tasks, enabling us to dedicate more time to complex decision-making and ensuring we provide the best possible care and outcomes for our members.
In what ways is Expacare differentiating itself in the competitive international private medical insurance (IPMI) marketplace, and what unique benefits and
services does it offer to stand out from other insurers?

How are IPMI providers tackling the challenge of rising global medical inflation while ensuring affordable coverage for their clients?
At Expacare, we recognise that rising global medical inflation is a significant challenge, and while some factors are beyond our control, we work proactively to manage its impact. For example, a central part of our strategy is negotiating agreements with medical providers and hospitals, enabling us to work collaboratively to control costs. Through these partnerships, we can help maintain competitive pricing and ensure that our members continue to receive affordable, comprehensive coverage without unexpected premium increases.
How do you think your customisable international health insurance plans, like Choices Worldwide, are changing the way individuals approach their healthcare coverage?
Customisable plans like Choices enable individuals to tailor their healthcare coverage according to their personal needs. This flexibility helps clients balance the cost of their premiums with the benefits they prioritise, ensuring they receive the right protection without paying for unnecessary coverage.

What is your approach to assessing and addressing the unique insurance needs of clients, particularly in a rapidly changing business environment?
At Expacare, we take a personalised approach to understanding each client’s unique insurance needs. This includes regularly assessing their evolving requirements, particularly as global conditions and healthcare landscapes change. We continuously review and adapt our plans, like the flexible Choices, so that clients can adjust their coverage to stay relevant and affordable amid shifting circumstances. We continuously review our processes, incorporating member feedback to ensure the claims journey meets each member’s needs.
What trends in the insurance market do you think businesses should be most prepared for in 2025?
I believe there are three key trends businesses should be prepared for in the insurance market in 2025. First, medical inflation is likely to continue impacting premiums, so businesses will need to find ways to manage costs without compromising coverage. Second, AI will play a greater role in automating processes, but it must be used carefully to ensure it complements human judgement rather than replacing it. Finally, fraud prevention will be a critical focus, involving identifying and addressing fraudulent activities by both patients and healthcare providers.
To navigate these trends effectively, businesses must remain agile in adapting to emerging challenges, adopt AI only in a way that complements human expertise, and focus on building the right partnerships to protect the interests of their clients.

Beverly has been involved with Expacare since 2002, initially working with the company as a client through her own consultancy business. In 2006 she accepted the role of Managing Director. Beyond her leadership at Expacare, she actively contributes to the wider insurance industry. She represents the company at the Association of International Medical Insurance Providers (AIMIP). She also participates in the Insurance Fraud Investigators Group (IFIG), collaborating with industry peers to identify and combat fraud across all sectors of insurance.
